UOKiK refused the Ombudsman to issue documents on the basis of which it allowed PKN Orlen to take over Polska Press.
The Ombudsman for Human Rights (RPO) made several requests to the office of Competition and Consumer Protection (UOKiK) for access to documents depicting antitrust proceedings concerning the takeover of a publishing group by a fuel and energy company. Each time he received a negative answer with the justification that the documents contain trade secrets.
The takeover of Polska Press by PKN Orlen generated considerable interest. The more that a few months earlier, PKN Orlen acquired a majority stake in Ruch. The aforementioned interest increased even more when the UOKiK refused the Polish entertainment and media group Agora to purchase shares in the Eurozet media holding.
